[Council] JEP-0060 decisions

In the next Council meeting, we'll need to talk about some of the recent
feature requests regarding JEP-0060. Because of various IETF deadlines I
would like to get version 1.8 pushed out and then add new features (such
as enforced item ordering) in version 1.9. We've been working on 1.8 for
six months now and I think it's time to push out the changes.
