[Council] formal review of JEP-0071

Today I was contacted by a co-chair of the W3C Hypertext Coordination
Group regarding our desire for a formal review of JEP-0071 (XHTML-IM).
As you know, JEP-0071 specifies that we will require a formal review by
the W3C before advancing the JEP to Final:

So I take it as a good thing that folks at the W3C are interested
(contacting me rather than the other way around). I am following up
regarding process and timing.

Speaking of which, JEP-0071 advanced to Draft in September 2004. A call
for experience might be in order before too much longer.
