All Council members in attendance, quorum achieved.

1. XEP-0191: Simple Communications Blocking

Advance to Draft?

Yes. Modify XEP-0016 to remain consistent regarding message handling.

2. XEP-0184: Message Receipts

Issue Last Call?

Yes.

3. XEP-0163: PEP

Continue discussion on standards list.

4. XEP-0189: Public Key Publishing

Issue Last Call?

Wait for resolution of PEP discussion.

5. XEP-0020: Feature Negotiation

Publish version 1.5?

Yes.

6. XEP-0047: In-Band Bytestreams

Publish version 1.1?

Yes.

7. Threads

Do we need a best practices spec?

Yes. Peter and Kevin to work on.

8. Proto-XEP: Stanza Acknowledgements

Accept as a XEP?

Yes. Chris has objections but will send mail to the standards list.

At the same time, also publish Peter's keepalive proposal as a XEP:

9. Encrypted Sessions

Split into two specs, one for key agreement and the other for encryption?

Yes. Ian to complete the spec split.

10. rfc3920bis XEPs.

Probably issue last calls in the upcoming weeks.

Some discussion of resource binding and server-assigned resources. Chris
to post to the standards list about that.

11. URN Namespaces

No update from the IETF. Peter to ping his contacts again.

12. Trust Proposal

Punt for now.

But feedback requested on ICA proposal, including use of wildcards (see
standards post).

13. Next meeting.

To be discussed on the Council list. Probable meetings before the end of
the year are November 29 and then December 13.
