0. Roll Call

Ralph Meijer, Kevin Smith, and Peter Saint-Andre in attendance. Quorum
achieved.

1. XEP-0163: PEP

Council members held a lengthy discussion (see room log for details).
Rough consensus achieved. Peter to send a separate message to the
Standards-JIG list about this.

2. Entity Time / Delayed Delivery

Peter to write up two short specs for deprecating these in favor of
semantically equivalent protocols that conform to XEP-0082 (Date and
Time Profiles).

2a. Discussion of XMPP URNs.

Agreement that protocol short names and URNs are to be issued upon
advancement of a spec to Draft, and that Experimental specifications
shall use xmlns='http://www.xmpp.org/extensions/xep-XXXX.html' or
somesuch. Peter to add this policy to XEP-0053 for approval.

3. XEP-0027: OpenPGP Usage

Changes approved, modified version to be published.

4. - 9. XEPs related to changes in rfc3920bis and rfc3921bis

To be discussed on the Council list.

10. Trust Proposal

Council members in favor. Some discussion of processes and procedures
related to code bounties.

11. Next meeting.

Date to be worked out on the Council list.
