[Council] XEP-0174 advancement

As described in Section 14 of XEP-0174, I have requested that the 
DNS-SD.org registration for the _presence._tcp service type be updated 
to reflect standardization of link-local messaging by the XSF. The 
current contact is agreeable to this change. I have yet to hear from the 
DNS-SD.org "registrar" but I do not expect any issues. Therefore I think 
it's appropriate for us to vote on advancing this spec to Draft, so I'll 
add that to the agenda for the next meeting.
