[Council] 43-hour meeting notice

We will hold the final Council meeting of the term ~43 hours from now at
17:00 UTC on Wednesday, September 26.

Please review the agenda beforehand and be prepared to vote.

Because this is the final meeting of the term, the XMPP Extensions
Editor is prepared to exercise the little-used "DNV" (Did Not Vote)
designation with regard to matters that have been outstanding for
several meetings (namely pubsub and PEP).
