Present: Chris Mullins, Ralph Meijer, Ian Paterson, Peter Saint-Andre,
Kevin Smith.

Quorum achieved.

1. XEP-0184: Message Receipts

Advance version 0.4 to Draft?

Chris, Ralph, Ian, and Kevin voted +1. Peter previously voted +1.

2. XEP-0060: Publish-Subscribe

Approve version 1.10pre10?

Chris, Ralph, Ian, Peter, and Kevin voted +1.

3. XEP-0163: PEP

Approve version 1.1pre6?

Chris voted +1. All other Council members previously voted +1.

4. XEP-0048: Bookmark Storage

Approve version 1.1pre2?

No objections to approving this version. Kevin noted that it might be
preferable to say that pubsub is recommended and iq:private is optional.
Discussion ensued regarding possible confusion resulting from this
approach. Consensus to refer to version 1.0 for the iq:private protocol
and to recommend / document only the pubsub transport in the spec. Peter
to revise along these lines.

5. XEP-0145: Annotations

Approve version 1.1pre2?

See discussion of XEP-0048 above.

6. ProtoXEP: Stanza Size Limits

Accept version 0.0.2 as a XEP?

Kevin raised questions about how this would work across hops. Peter to
address those questions in version 0.0.3.

7. ProtoXEP: Communities

Accept version 0.0.1 as a XEP?

Peter waiting to receive feedback from co-authors. Kevin concerned that
it is not quite ready for publication. Will discuss further in future
meetings and on the Standards list.

8. ProtoXEP: Stream Compression With LZW

Accept version 0.0.1 as a XEP? (Split from XEP-0138.)

No objections to splitting the LZW content out from XEP-0138.

9. XEP-0086: Error Condition Mappings

Deprecate?

Ralph, Ian, Peter, and Kevin voted +1. No vote from Chris.
