Well, I think we would set up user accounts only for people who are
registered with our interop testing program. They need to agree to and
abide by the agreement / NDA that we define. If someone violates the
agreement (e.g., giving their user credentials to someone else) then we
kick them out of the program.

Yes, I think we can probably do that through StartCom -- I need to talk
with them about that (I'm talking with them about setting up xmpp.net as
an intermediate certification authority). More here:
