[Interop] process cleanup

I'm working to streamline the process for accepting people into the XMPP
interop network:

The basic idea, approved by the XSF Board of Directors, is that the
confidentiality agreement will apply to companies or open source
projects, and that project leads will authorize individual participants.
Therefore individuals will no longer need to complete the
confidentiality agreement. This seems more sensible anyway. :)

As part of this work, I think it makes sense to restrict this list to
authorized developers who are associated with an approved company or
project. This will enable us to discuss things like how we will issue
user credentials (since anyone on this list will be a trusted,
authorized developer).
