[jadmin] Populating Roster automagically?

All,

      I am setting up a jabber server to be deployed internal to my
department.  I can not find a way to allow users to either 1. see all
other registered users (jud) or 2. automatically populate their roster
with everyone else already registered.  Is there a way to do this?
