[jadmin] s2s service not working

I'm install jabberd on dual-homed machine ( has 2 ip - public and local
10.... )
On firewall enabled all outgoing TCP connections, and incoming to ports 5223
( SSL connection, not SSL disabled ), port 5269 ( s2s ). Server binded to
public ip ( via io/bind directive ).
All internal connections work fine, work icqv7 transport, but all attempts
connect to external services failed.
For example, jud service on jabber.org :

On tcpdump I see attempt to connection to jabber.org :

I see, what connection to jabber.org don't established - jabberd server
refuse first packet from jabber.org  - send RST to first replay !
All Ip access rules commented, karma - default.
What wrong ?
