[jadmin] Removing the ability to create conference rooms

Lo,
Does anyone know of a way to configure the conferencing server so that
users cannot create conference rooms but must use the static ones that are
defined on the server? I also would still like users to be able to browse
conferences. Any help would be appreciated.
