[jadmin] Custom namespace for IQ query tag .......'jabber:iq:oof'

How can I create my own name space for a iq-set. Im getting a response "service not available. I take it I need a DTD, Where does Jabber look for it.

Heres a sample:
<iq type='set' to='s at newsnet2000.com' id='1'>
        <query xmlns='jabber:iq:rpc'>
          <methodCall>
             <methodName>examples.getStateName</methodName>
             <params>
                <param>
                   <value><i4>41</i4></value>
                 </param>
              </params>
           </methodCall>
        </query>
      </iq>
