still, you didn't give much detail about your server
version..

are you using the jabberd2s9 port on openbsd-current? 
that's what i am running in a small production
environment (~70 users) and i've never seen this
problem.  if you aren't running the most recent port,
i would suggest upgrading as many bugs have been fixed
