[jadmin] jabber server fails to start when configured for ports below 1024 (debian sarge)

try fuser -n tcp 110 to check if another process it binding to this 
port, (fuser will return a process id if so), i would bet xinetd is 
blocking it (edit /etc/xinetd.d/pop3 to disable that)
