[jadmin] how can i send messages / data to everyone.

hi,

I  have a bluetooth user who dected bluetooth device, and want to send the message to all the jabber users.

What i thought before is make a public man in roster of each jabber client. but, the message send to public man won't show to the one who has the public man.

so, how can i send messages to all other  jabber  users.(jabber server: wildfire) 
or is there some way like that the message send to jabber server will change to server  message that can  send to all its client automatically?
