[jadmin] issues install startcom ICA cert on jabberd2

okay, so:
 pemfile has server:text+server:public+server:private
 cachain has server:public+ica:public+ca:public

IE7 with CA installed, will happily auto-install ICA. (with CA not
installed, it magically 'finds' ICA cert, but doesn't install, even if
jabberd2 doesn't supply it - i suspect caching though)
Fx1.5 with CA installed, can't find ICA,  (with ICA installed, works fine)
Psi-dev with CA installed, can't find ICA,  (with ICA installed, works fine)

/me returns to hair pulling.  I might just go back to my private CA
cert, because at least it'll match for my copy of psi that i'm using.
