They are on JDEV but I don't know if they are on JADMIN.

You should be able to set rooms to non-anonymous by default, but I don't
have deployment experience with palaver so I'm not sure how to do that
(I know how to do it in mu-conference and ejabberd's mod_muc).

The user's room JID is just a redirector to the user's real JID, but by
convention private messages are sent to the room JID rather than the
real JID. Some clients will send directly to the real JID if they know
it (which they do if the room is non-anonymous), e.g., iChat does this.
But it is not the usual client behavior.
