[jadmin] palaver install error

OK, I resolved that myself. This is a weired one.

I checked my python path and among others in addition to the

  /usr/lib/python/site-packages

there is the path following path set:

 /usr/local/lib/python/site-packages


Now what happens with the palaver installation, some files get copied to
the site-packages folder in the /usr/lib/... path others into that
folder in the /usr/local/lib path.

Moving all files into one folder solved the problem.
