I do not fully understand what kind of setup you exactly need, but the answer 
is probably "yes". Recently, seomone wrote a *very* interesting tutorial 
about deploying a fault-tolerant installation of ejabberd. Maybe you can take 
a look at it: http://ejabberd.jabber.ru/cisco-slb

Note: you do not need Cisco stuff to built an ejabberd cluster; it is just one 
of the ways to deploy an ejabberd cluster.
