Authorization is only needed to see Online/Offline status. They can always 
talk freely (provided your server has offline messages enabled).

There is no way to allow viewing status without authorization, as that would 
be a security hole when s2s interoperability is introduced. You may be able 
to configure your server to auto-authorize any requests it has jurisdiction 
over, though.
