[jadmin] allow registration for transports from other servers...

hello!
I am using jabberd 1.4, with pymsn-t, pyaim-t, pyicq-t and jit-transport.
users of the server can register with the transports, users from other
servers can see the transports but not register with them: under PSI the
register menu is grayed.
what am I doing wrong? How can I have an user of an other server register on
a transport of mine?
