[jadmin] jabber.uci.cu blocking some servers

I fowarded this question to the list, but no response yet from any UCI 
admin.
It's possible that this is intentional, because of bandwith of this 
university. I'm sure that this server only federate with .cu domains/ips 
and with jabber.org because of this.
