Nah, no firwall (not necesarily). I can federate without any trouble, with 
anyone, and I have the same TLD. (of course, it could be their own firewall)

I have a few more ideas of why that could happen.
Accidental:
* Many people here dont "get" jabber. I've seen jabber admins asking what  the 
IPs of a jabber domain are, so they can manually do the mapping domain -> 
xmpp-server.
On purpose:
* They may be trying to restrict access to conference services (perhaps it is 
too expensive, bandwidth-wise?) or some other services.

Contacting them would be the best way to go. I wouldn't be surprised if it 
turns out to be the first reason :D
