Time for another jabberd 2.1 series release.

Get 2.1.13 release as usual at:

This is a bugfix release. I've reverted some wrong changes and there are
some minor fixes too - mostly in windows installer.

ChangeLog:
* Reverted broken [311] and [313] changes to source:trunk/mio/mio_impl.h
* compilation fix
* Fix configuration XML files domain update
* Don't allow reinstalling on newer version
* Fixed off-by-one error in base64
* Force uninstall previous version on upgrade.
