[jadmin] Subscription/Authorized

When I Add Budy, then the buddy is in My List, but Not Authorized. Why?
How to set up Jabber Server for Add Buddy without Authorized or Subscribe.

Plz Help Me. All client status in my jabber Client (GAIM) is Pending.
I am Using Jabber Server just for local Network.
