[jadmin] jabberd-2.1.4 not listening again :(

I just saw message in logs:

S2S : Tue May  1 12:32:24 2007 router.c:171 got a packet from router,  
but we're not online, dropping

what means that we're not online? How can I configure server to 'be online'?
