[jadmin] how to allow 'foreign' registrations

You can sign up with a foreign _email_ address, but the domain of their jid
must be pre-approved and set-up on the server, and in dns.  Part of the
jabber system is that to send messages from a particular domain, you must
have control over that domains name configuration.

When you sign up with most servers, you're entering a jabber identifier, not
an email address.  They are both formatted the same way, but operate on
different protocols.
