I'm not sure which server you are using, (or if you are committed to a
particular server yet) but if you use Openfire[1], I am very happy with
the Open Archive [2] plugin. It supports XEP-0136 [3] which means users
can turn the logging off. (which may not be what you want)

I hear that their Enterprise version [4] also has something similar, but
as I only have the free version, I can't speak to how well it works.
