[jadmin] Question about administration of a chat room

Greetings.

I want to know if there is a way to send a welcome message to a user
that join a chat room, i know that i can set a motd message, but i
want that the user can see it every time he joins the room. And other
question: i can send periodic message to all member of the room, like
a warning message?

I'm using ejabberd, but i want to know if the xmpp standard define
this messages.
