I use palaver[1]. It is a python implementation of muc.  It provides most of
what you want and also gives you the ability to add plugins for doing stuff
you describe. Unfortunately, the plugins are not documented. If you want to
try it out and need some help, I can help. I will try to put up some more
documentation up on the site.
