[Juser] Info about Private conferencing

Hello.

New user of jabber and jabber tools, i try the different product.
I saw on the server is use (jabber.org) that the service "Private 
conferencing" exits.
What for service is it?
Is it possible that a simple user can create a new chat room and specialy a 
new private room (ie to speak with his family without another people can 
enter in the room)?
Or only admin could manage chat rooms?...
