[Juser] What should happend inside a Client with negative priority?

Hello,
I am not sure at this point, what should happens with a negative
priority?
If an user have only positive values, the message should received from
the highest value.
But for example an user have:
JID/Home 1
JID/Mobile -1
When I send a message to JID it should received from "Home", but if I
understand the docu correct the message to the JID should not received
from "Mobile" if "Home" goes offline automatic, or not? Only when I
send it explicit to JID/Mobile, is this correct?

I wonder about this, because I can send with all clients directly to an
JID with a negative priority.
