I'm not sure I understand what you mean. What's there to standardize?
This sounds like a pure UI issue, left to the client developers to
decide how to display this (in the roster, or in a separate
subscriptions dialog). The same goes for MUCs and bookmarks, which
some clients decide to put in the roster, and others think this
belongs in a separate dialog to avoid confusion. I don't think there's
any good reason to standardize a UI?

Or am I missing something?
