[standards-jig] Version 0.5 of JEP-0045

Until now nick negotiation has been handled by having a client save
several favorite nicks in preferences or whatever; if the client receives
a nick conflict error from the service, it simply sends the next favorite
nick. Do you think something more formal is required?
