I've just read the RFC and I am disappointed... at first I was thinking
this RFC 3994 would be a improved and 'honored' version of Chat States
Notification JEP, but actually it is a very simple active/idle system
without any of more precise states as pause, opening, closing (though
these terms are used in '2. Terminology and Conventions').

Furthermore I don't understand the goal of the <refresh/> element, Chat
States is working great without this, and this is something which IMHO
complexify client implementations for nothing (or so).

I hope this will be revised in some other version :)
