[Standards-JIG] Privacy List Fall-Through

Yesterday's anti-SPIM proto-JEP "Privacy List Fall-Through" is now
called "Anti-SPIM Control" (or "spim-control" for short).

It has also been restructured to be more generally useful. It hardly
mentions Robot Challenges now. :-)
