[Standards-JIG] password-protected room with no password (MUC)

The use case in which a conference is password-protected
(muc#roomconfig_passwordprotected=1) and muc#roomconfig_roomsecret is
not configured or left blank, is not well described in the spec.
Is setting this configuration considered legal?
Legal or not, what to do if this case occurs:
- disable entering the room on the assumption that it is a misconfiguration?
- let only users who specify a blank password?
- let everyone in regardless of password?
