[Standards-JIG] proto-JEP: Best Practices for Verifying Roster

Based on discussion at the last Council meeting, I now think this JEP is
unnecessary. However, I do think that it would be helpful to clarify the
relevant aspects of JEP-0030, so I will write some suggested text
changes for that JEP instead.
