Ah so you are saying we shouldnt define any MUST implements in the spec, as
long as stuff like Ogg Vorbis etc (i.e. the less than ubiqutious codecs) are
not MUST implements thats fine with me.

What I am suggesting is not setting any requirements.
Let's leave it to content negotiation and implementation decision.
