FWIW, I've been told (although not experienced) that many of the IMAP
interops, which were done face to face as well, were extremely
successful in no small part because those testing interoperability
could rapidly discuss with a set of well-informed people about any
problems encountered. In addition, different testers could get
excellent cross-pollination about how to test.
In other words, whilst over-the-net interop is useful for the
individual, face-to-face interop is useful for the community.

Quite a few, probably. Berlin isn't a bad location at all, for a more
EU-centric interop event. My uneducated guess would be that around
1/3 of XMPP developers would find Berlin a more convenient location
than anywhere in the US. You might find London marginally more
popular, though, since I suspect it would be cheaper airfares for
some, but it really depends on who's willing to host it.
