[Standards-JIG] RAP and Reach via PEP?

I just took another look at the following JEPs:

1. JEP-0152: Reachability Addresses
   http://www.jabber.org/jeps/jep-0152.html

2. JEP-0168: Resource Application Priority
   http://www.jabber.org/jeps/jep-0168.html

I think we could probably do these via PEP in a simpler way, so I will
think about that some more and probably update these JEPs at some point.
