Isn't block missing an argument to say which contact you are blocking ?
And as maciek mentioned, shouldn't there be a query to retrieve your  
currently blocked contacts ? How about clients being updated of other  
resources blocking a contact. Every resource needs to know this, in  
order to avoid sending messages to the contact.
