That isn't two entities :
1. "I"
2. "you"
3. "PSA"

My own understanding of the quoted text is that if some XMPP "endpoint" 
sends several messages to another, this other end will get them in the 
order they were sent -- the server won't shuffle them.

The case you mentioned is out-of-specs, as I read them at least.
