How about "the content of an XML element SHOULD NOT contain whitespace 
unless it contains no markup and is not empty"?

The use of "SHOULD" instead of "MUST" discourages non-essential whitespace 
while enabling backwards compatability. It also means XHTML-IM elements MAY 
contain both spaces and markup - i.e. there would be no strict need to use 
"".

We could add the following clarification:
"the stream element MAY contain both whitespace and markup"
