[Standards-JIG] JEP-0177 / JEP-0176 and ipv6

The schemas sections of both JEP-0177 and JEP-0176 specifies a  
pattern for the IP-addresses.
The pattern seems to match ipv4 only.
Perhaps this should also match ipv6 to avoid changes to the spec in  
the future.

In addition the jep-0176 contains this:
"The 'ip' attribute specifies the Internet Protocol (IP) address for  
the candidate transport mechanism; this may be either an IPv4 address  
or an IPv6 address."
