You could quickly do a behind-the-scenes IBB File Transfer for the
preview, which, without user interaction, will usually take
milliseconds, and would ensure stanza sizes are kept small.
I don't like fixed pixel limits either. Leave that up to
implementations.

True, but it takes several moments to a minute to setup that
bytestream. If a preview is sent quickly it would greatly enhance the
user experience.
Also wrt the "MUST not exceed 64x64" thing, didn't we go over this on
avatars? Stale pixel limits suck.
