[Standards-JIG] Communicating timezone information

Hello,
I'm looking for a way to communicate timezone information.
What I found so far:
1. JEP-0090 (jabber:iq:time) sends current time in... UTC. In addition,
it may contain a natural language timezone name and human-readable time.
The problems with human-readable versions are: if they are easy to read,
it means that you're probably in the same zone, or not so far away ;)
plus you cannot parse this text to get the value of timezone offset.
2. JEP-0054 (vcard-temp) has a <TZ> element for timezone offset! But I
guess most of the people don't even know about it. Plus there are plans
to abandon vcards anyway.
So I'd like to know if anyone has any nice idea. Maybe add this to new
User Profile? Or to Geolocation? Or create something new?
