[Standards-JIG] iq for ibb

The way we have implemented it, it is being used. We deviated from
XEP-0095 by allowing the selection of multiple stream mechanisms. The
client then attempts the different mechanisms until it discovers one
that works.
Our use of IBB has been irresponsible in that case as Wildfire currently
does not have AMP support.

Do you know of any actual use of IBB by Smack in deployed applications?
The
message-based version is almost useless, and irresponsible to promote,
without AMP and Ack.
But, if it is the case that people are actually using IBB as it was
originally
written, then I agree we should make it possible to know if iq is
supported.
