[Standards-JIG] JEP-0163: When to generate notifications?

The section "When to Generate Notifications" of JEP-0163, point 3,
says:

"When a PEP service receives non-negative presence information from a
subscriber's resource, it MUST generate a notification containing the
last published item for that node and send it to the newly-available
resource."

It seems that "newly-available" in the latter part isn't defined by
the former part.  Should this specify that a subscriber receives the
last item only when going from unavailable to available, or on every
sent presence packet with non-negative priority?
